Cara"... This is how Carlos Ramalho is known - an obstinate publicity agent who, between one round of beer and the next, decides he can solve the problem of the drought in the Northeast. Obstinate and an idealist, he sets off boldly, with courage, bound for the northeastern hinterland where he becomes aware that there are ever so many powerful people to benefit from the drought with what Cara describes as the "industry of the problem". He is no fool, and he knows that he can count on publicity, on the press, and on the down-trodden brackets of the public.
