In the middle of the 1930s, shortly before Christmas, in the council offices of a great city, a public prosecutor makes a presentation of a large and revolutionary building project. Outside the building, in the middle of a sea of people hurrying to and fro, a woman in rags, her hand tense and her back curved, pleads for change.
