An odd shipment arrives in Rio de Janeiro and is received by customs inspectors of the Department of Press and Propaganda (DIP), the agency responsible for censorship during the Getúlio Vargas dictatorship. Dr Amnésio, the chief censor, subjects the film to mutilation during which it is debated whether the scenes are suitable for the image of the country. Regarded as abusive for the scenes of racial miscegenation, the film is seized. A reporter, Morel, cannot abide with the decision and comes into conflict with the DIP.
