In a dystopian reality, people live in an ultra-regulated city where they are obliged to wear paper bags over their heads, to minimize their differences. Rumors about a distant land where citizens can live freely begin to surface, and a newly appointed council member sparks an accidental revolution.
Winner of the NETPAC award for best asian film at the International Film Festival Rotterdam.
